Translation:-
I was passing through a system and someone in local was explaining that rigs are made from items that are salvaged from rigs.
I note that rigs are expensive items and do not survive the destruction of the ship, so if I could make them myself this would be a great way of not spending the Isk.
Could someone please clarify if this is the case as at some point in the future I wish to gain the skills to use them.

In responce. Yes rigs are indeed made from "salvage". you collect this salvage by the use of salvage modules, activating them on wrecks from ships.
Certain faction and race ships give certain modules, and you need combinations of modules to assemble rigs. These are made using BPOs that are inexpensive.
The reason rigs are costly, and will remain so, is the time it takes to aquire the salvage. However the skills to use a salvager are relatively low, and the profits high, so it is a good way for a new character to aquire isk.
There are a number of threads in the main forums on the details of salvaging. If someone else would care to link one, I am sure it will be appreciated.
Finally a word of advice... Layout and grammar within the forums whilst seemingly unimportant are in fact, much appreciated. Spending a little time to layout your question clearer will mean more responces and better details... If you just write a paragraph with Txt style abbreviations, people are less likely to read and respond.
